Double click to open any other file you see.

Then just Click NEXT-> or accept on most of the questions as normal.

Usually 32 bit works.  Even on 64 bit machines, even cloud servers.

All links are 3rd party and can change at any time.

You can try a version that usually only works on Windows 8 64 bit(due to SAP changes - a 3rd party- these links may now be dead but you can web search for the file name):

    SAP Crystal Reports runtime engine for .NET Framework 4(64-bit)  (*W8 only DO NOT USE THIS on W7,Vista,XP*)

Finally, this is the a version that may work now:
 64 bit machine.
 32 bit machine.

If not you can try to increase the sub-version number above to get the latest version.
(2019 =  - latest is now 32bit _25 trying on W7?yes? 
- x64 latest _25)
